What does the Adequacy Working Group do?

Adequacy ensures that the total available and expected capacity, including imports, is sufficient to meet demand at all times. To guarantee Belgium’s security of supply in the long term the federal government’s energy strategy laid out a few years ago a number of new measures in order to face energy supply challenges. As the operator of Belgium’s high-voltage grid, Elia advises the federal government on guaranteeing the country’s security of supply. Moreover, Elia is responsible for a number of tasks assigned to Elia by law.

The working group deals with a variety of subjects, including:

  • the Strategic Reserve;
  • the Capacity Remuneration Mechanism ; and
  • the biannual 10 year Adequacy & Flexibility Study.

Organisation

The Adequacy Working Group meets around eight times a year and reports directly to the plenary meeting.

2021

According to the Royal Decree of 28 April 2021 ( Dutch French ), Elia submitted the Calibration Report related to the Delivery Period 2026-27 to the Minister of Energy, the CREG and the Directorate-General for Energy of the FPS Economy on 15 November 2021.
End of 2021, Elia launched a public consultation of the stakeholders on the CRM Functioning Rules in accordance with Art. 7 undecies §12 of the Electricity Act. On February 1 st 2022 Elia formally submitted to CREG the updated version of Functioning Rules, taking into account received feedback from the stakeholders.

2022

"Following article 7 undecies, paragraph 12 of the Electricity Act, Elia should publish the CRM functioning rules established by CREG on its website by May 15th at the latest."
End of March 2022, the FPS Economy launched a public consultation on the recommendations to improve the design of the CRM, which were formulated as a result of the technical-economic analysis of the bids and the results of the first auction held in 2021 for the delivery year 2025. On 16th June 2022, Elia formally submitted to the Cabinet its opinion on the concrete recommendations made by Haulogy.

On February 1st 2023 Elia formally submitted to CREG the updated version of Functioning Rules, taking into account received feedback from the stakeholders.

In the "Winter Plan" adopted by the Federal Government in July 2022, the Government entrusted Elia to prepare a one-off auction to mitigate a possible security of supply problem for the period 2024-2025.

In accordance with the subsequent exchanges between the CREG and Elia, it was agreed that Elia would submit to CREG a proposal for the Functioning Rules governing this one-off auction. Following a public consultation of the stakeholders on the LCT Functioning Rules begin 2023 , Elia formally submitted on March 1st 2023 to CREG the updated version of the Functioning Rules, taking into account received feedback from the stakeholders”.
