Announcement of public consultation on the proposal of the TSOs in Continental Europe for the Synchronous Area Operational Agreement on Load Frequency Control-and-Reserves

Pursuant the implementation of Commission Regulation (EU) 2017/1485 of 2 August 2017 establishing a guideline on electricity transmission system operation (SO GL), Elia would like to announce the stakeholder consultation on the Synchronous Area Operational Agreement (SAOA) Policy 1 Load Frequency Control and Reserves.

SO GL requires that all TSOs shall develop SAOA by 12 months after entry into force of SO GL, 14 September 2018.
Amongst others, SAOA aims at the standardisation of the Policy of Load Frequency Control and Reserves for Continental Europe, called Policy 1.
This policy is structured into three parts (A, B and C), amongst which only part A is subject to All Regulatory Authorities Approval. Consequently, part A has also to be subject to a public consultation, that is hereby initiated.
The following articles of part A are the object of the present consultation:

  • Article A-1: FCR Dimensioning according to Article 118(A) So GL
  • Article A-2: additional Properties of FCR according to Article 118(b) SO GL
  • Article A-5: limits on the amount of Exchange and Sharing of FRR between Synchronous Areas according to Article 118(z) SO GL
  • Article A-6: limits on the amount of Exchange and Sharing of RR between Synchronous Areas according to Article 118(aa) SO GL

The consultation and all related documents (articles and explanatory notes) can be found on the ENTSO-E website here . Stakeholders are invited to provide their feedback before May 3rd 2018 only through the ENTSO-E consultation interface.
During the consultation period, a stakeholder workshop shall take place on 13th April 2018 at ENTSO-E premises in Brussels. For registration and further details, click here .
